The only ones I can think of are Splash and Bubble.Splash wouldn't do anything at you while Bubble would be just a lot of bubbles blown at you and popping on you.The only way to make you feel some pain,if it can be called 'pain',is if the bubbles popped in your eyes.

I'm not so sure about Bubble. The one time I saw it used in the anime (The First Movie) it seemed pretty explosive.
Tail Whip (or rather Tail Wag), Growl, Leer, Scary Face, and similar moves don't hurt anything directly.

@ alternatum : First of all I am talking about the move Bubble not Bubblebeam.Bubblebeam would be very powerful and it would hurt us but Bubble wouldn't.And also think about it.Bubbles are just bubbles.Water.How can it explode. It's the anime that depicts it that way.Once I remember watching an episode where even Razor Leaf exploded upon contact.RAZOR LEAF.LEAVES EXPLODING. O_.
And also Tail Whip would be quite painful and it would hurt us.Forget about the anime or the game. The name says everything.Tail WHIP.The Pokemon is whipping you with it's tail.Have you ever been whipped by an animal's tail. Not a dog's or cat's but a crocodile's.It can even break your bones.
And I am not talking about non-damaging moves but about damaging attacks that are too weak to hurt us.

Tail whip is not really a whip. The move description says everything: "The user wags its tail cutely, making opposing Pokémon less wary and lowering their Defense stat." "Whip" was always a mistranslation.
Also, I was talking about Bubble, not Bubblebeam. The attack in the movie was spread too wide to be a "Beam". Statistically speaking, the move Bubble hurts twice as much as Constrict, that has to mean those bubbles are stronger than they look. The explosive effect is just the only explanation I can think of. And really, the anime is the closest thing we have to seeing how these moves work in real life, even with the unrealistic physics.
The way I see it, any damaging attack would hurt. If it has a power value, then by definition it can inflict pain.

.But afterall, how can bubbles explode? As I told you even Razor Leaf was shown to explode.Everything explodes in the anime. So Bubble would be like I said >.< It wouldn't hurt at all.And you are right about Tail Whip.If a Pokemon whipped you with it's tail it would be most likely considered as Pound. And yes I agree that every damaging attack with a power value would hurt us a lot with an only exception.Bubble.Bubblebeam would be very powerful. It would be like many waterballoons being hurled at you with great force and speed and breaking on you.It would obviously bruise you and it could even break some bones. But Bubble(with only 20bp) it's just a big no.

This thread is essentially "What moves would NOT hurt humans." The 'Pokemon attacks brought to life' thread is essentially "What moves would hurt humans, and how."
There is really no good reason they can't be combined into one thread; "Which moves could or couldn't hurt humans?" Locking these ones; you can make a new, merged thread if you want.
