Or maybe you need to level it up in the dragons den wearing one of those?

foxyumbreon, a thread's success is entirely luck and timing. I've seen the dumbest threads get a lot of success on some other forums.
New evolutions will involve new mechanics of some sort. Game Freak doesn't think we have enough items clogging our bags yet. They never just make things as simple as "Hey this guy evolves now, go to it." They have to justify why they didn't evolve before, as if we're too stupid to figure it out ourselves.

Yes, lots of things have to do with luck and timing.
And as for the evolutions, I agree for the most part. They always seem to try and come up with some sort of excuse, though that still doesn't apply to certain friendship evolutions such as umbreon, espeon, and blissey. A big flaw in the transition from 1st to 2nd generation a friend and I have always pointed out is how certain pokemon suddenly have new types due to the introduction of steel and dark. Our main point being that even if these two types hadn't been discovered yet, pokemon that possessed said types, such as magnemite, would have still possessed the stengths and resistances for them for an unknown reason. But I'm rambling.
It is true though that they just seem to have to make things more and more difficult for us with every generation.

Rambling is fun. On a forum I help admin (its dead of course) we allowed threads to get off topic with the warning that we'd delete posts when they no longer amused us. I prefer forums to run like lounges. Confuses me immensely that our fucken chatbox has rules and that people would get kicked out for not obeying them.
I thought the same thing about Magnemite. Exact. Same. Thing. But you know what? I was cool with it. Games are not supposed to have a complex excuse to how the sequels tie in, they just need to evolve. The only time they need to tie together is for plot heavy details, like when a game answers questions left unanswered from a previous game.
Half the stuff in Resident Evil doesn't make sense, but its a fucken kickass game, perfect example.
Gamefreak, are ya listening? Give me my ghost eevee. Now. Make a ghost stone, make it evolve at twilight, make it evolve if you have a ghost pokemon in my party, it doesn't need to evolve in a way that can only happen in this game, just make. it. happen.

I've got it! To get a ghost eeveelution, you'll have to have your eevee die with a high friendship, and then visit its grave at the whatever the new such tower will be called in the next generation during the night. It will be happy that you came to visit it, and the strong bond you had with it during life allows it to draw itself back from the dead in the form of a ghost-type pokemon. ^^;

Killing pokemon to get other pokemon? That sounds like something Dragon Quest Monsters would do. Ain't happenin' here, no matter how awesome that sounds.

I know, I know. Just throwing out a random and fun idea. Speaking of odd things involving ghosts though, and this for some reason makes me think of it, where the hell does shedinja come from?

I dont see much of an evolution for Skaromory. And Dunsparce evolving is outta the question since it isnt even good enough to qualify for one. But thats my opinion.
